Amongst all the rancor, there are a few legislators that say and do,
exactly that. The problem is, it's a few, not the majority.

There may be a few who do exactly that when 'that' is in the
legislator's best interests (i.e., reelection). That goes for both
sides of the aisle, although I think it's worse on the left. They tend
to make more inane promises to the 'masses' who stupidly believe them.
