Maybe the closest I have come is by adding investigators you increase gov payroll there, and take political heat, even though you'll save taxpayer dollars. Second possible reason is those in power are basically crooks and fear having too many cops around - an investigator is essentially a cop, and honesty is a requirement. --Vic |
