He must have felt somewhat empowered to say what he said, not
realizing it could cost him his job. Do you think he'd have said it
knowing the consequences?

He obviously didn't think the consequences could be that harsh.

Why is that?

It certainly had something "to do" with the aftermath of the Gates
incident.
