Unlike fools, I wouldn't whack a hornets nest until I had a
well-thought-out plan.

One that included helping Somalia protect their fishing grounds, help
them police and prevent illegal dumping of nuclear and toxic waste
off their coast, diplomatic outreach to tribal leaders and a
comprehensive plan that'd keep pirates wondering which boats were
armed.

Then I'd recruit Marshalls who understand how to protect vessels and
crew and handle conflicts at sea.

You and your friends would be used as decoys.



Well, your plan may be putting the cart ahead of the horse. Somalia has
territorial boundaries, but it has no real government. It is an
incredibly poor piece of earth on which to base a country, mostly
desert, not much arable land. Why...we'd have to pacify the entire
country and then...nation build. Considering the horrors of Iraq, I
don't see much support for that sort of activity.

A great number of the world's nations would have to initiate and support
a nation building effort there for decades to get Somalia rolling, We've
blown two trillion dollars on Iraq, and I wouldn't bet a dollar on that
nation surviving after our departure, no matter when our departure was.
What could be accomplished in Somalia?

Well, I did suggest blockading its ports. There aren't many of them. We
could check every boat entering and leaving every port, removing
weaponry where we find it, taking crews off boats where we find weapons,
and then blowing up their boats and returning the crews to shore. This
could be a multinational task force of blockaders...one destroyer
outside each port, supplemented by armored, fast, armed patrol craft.

My only concern is keeping the peace. The tribal leaders are the key
but the rest of the world needs to stop poaching their meager
resources and stop using their coastal waters as free dumping grounds
for illegal waste.

Somalia is not really a country. Is 3 tribal areas thrown together for
governing purposes by the Italians. Maybe split it back up in to the former
tribal lands and tell each tribal leader, that if his tribe condones piracy,
the rest of the world will kill you the leader. And the next leader also,
if you do not get the message.
