Well, your plan may be putting the cart ahead of the horse. Somalia has territorial boundaries, but it has no real government. It is an incredibly poor piece of earth on which to base a country, mostly desert, not much arable land. Why...we'd have to pacify the entire country and then...nation build. Considering the horrors of Iraq, I don't see much support for that sort of activity.
