Could be some Nigerian scammer whose starting small. Maybe he thinks if he
sets a resonable amount, $20 instead of $20 million, he'll be more
believable.
Or maybe he's just a dumbass that failed out of the Lagos Community
Collage's "Intenet Scammer 101" course.

20 bucks can be just as damaging.

They can get your credit card or bank account number for that. Or $20 if
you send cash.

They should find the perp and assassinate them for fraud.
