Default about the circuit boards in the loran antenna couplers

Are the circuit boards inside the loran antenna couplers considered active?

Since they have dc voltage running to them up the center conductor of the
coax from the set, it seems it would cause them to be considered an active
(vice passive) board.

Yes, they have an active element that provides Gain, and impedance
matching.....
