The real question is why would the cruise ship just continue on without
investigating? Aren't they obligated to check it out? If a passenger
fell overboard would they continue on to save fuel?


The cruise ship saw the boat, not the raft. They probably looked for
the raft, but a C-130 is a much better search tool.
