The so-called "policy" on Cuba is administered by the Treasury Department through its Office of Foreign Assets Control. FWIW, here is a guy, Bush, who has no problem currying favor with known felons in the business and financial worlds, while at the same time turning the big guns on an essentially harmless control freak on a small nearby island.
