I can't say from my own experience. We were heading south by late Feb,
at which time, we sometimes were putting on our long pants instead of
the swimsuits or shorts. The water was definitely too cold to spend a
lot of time in without a wetsuit (it amazes me how much the water cools
off between early Nov and late Dev).
