Default visa

When traveling by air you must have a visa (for countries that do not have
exemption for your nationality) but when you travel by boat it may not
always be easy to get the visa before entering the country.
Is there exemption for visa requirement for boaters?

nope

sometimes it works the other way - eg for me (British) to go to USA I
believe I can fly in and they deal with it at the airport, but if I arrive
by boat with no visa = Trouble.

yep. I'm Swiss, went to the USVI by boat from the BVI, needed a visa.
