Sorry to hear about this. I think while the dope use is a problem, his
evasion and, I assume, outright lying to you is a bigger problem.

That and having to turn your life upside down to accommodate what I
assume are the punitive anti-drug laws where you are.

Maybe if you explain that getting busted can affect his ability to get
a passport, meaning he won't be able to come on your cruise?
