Default reducing transom shield holes for new outdrives

I am refurbing my boat with new out drives. The transom hole is too big and
I need to make it smaller. I think I will fill it up by screwing oak dowels
into the bottom of the transom shield hole and then fill with epoxy approx 2
" high from base. It is a quite big area to cover up. Is this the right
approach??
