Can anybody give me their thoughts on finishing a plywood panel. In
the heads I want a white easy wipe down surface; I've thought of
formica but is there a paint finish that gives a very hard and smooth
finish or how about white pigmented epoxy?

Epoxy with one layer of a fine weave glass cloth to prevent the ply
checking. Then either 2 pot polyurethane varnish if you wanted to see
the wood grain :-) or for your preferred gloss white, 2 pot paint. It
doesn't take much moisture for the ply surface to become really unstable
so you need the glass cloth layer or some other guaranteed moisture
barrier like the Formica.

I'd go with the Formica.

First of all, what is the condition of the panel now and is it a teak that
you want to preserve. If it is teak, I would use a clear polyester and then
top it with a clear polyurethane. If you want to color the wood, use the
high build to fill the grain and then a poly over the top. If you don't
want a high gloss, blend in talc with the urethane as a flattening agent(if
the paint company doesn't have one you can buy).

There is a type of hard, durable paint used to refurbish counter tops but
I forget the name. Be careful using plastic resins because they do not
flow evenly like paint and leave an uneven surface. I've seen people lay a
type of plastic film over curing resins to get a smooth finish.

Is the plywood already installed? If not, some people use MDO plywood
which is covered with a durable waterproof film. It's what is used for
the green and white signs on freeways.
