Default Coaming pulleys

I am about to install the coaming pulleys in the sides of my tunnel hull,
but noticed there are three holes, two on one end with the outside one a
slightly larger diameter. Can someone tell me the proper mounting
orientation? I'm thinking the set of two holes faces aft?
