Default where2find->water soluble foam rubber adhesive OR a foam rubber cleaner not water based

I am trying to clean some foam rubber whose multiple layers 'delaminate'
when soap&water are used on it. The top&bottom layers are about 1" thick
while the middle is about 6".

Either I use a cleaner that won't delaminate the top&bottom layers, or I
clean it with soap&water and 'reglue' the layers.

All help appreciated,
