Default Hull to cap bonding

Hello All,
I am looking for a product that is strong to bond hull to cap on a 30' go
fast boat. I have had problems with rub rail screws shearing off . Didn't
take long to realize the bonding agent had let go and the whole cap had let
go of the hull. Should I use something like tiger hair or do I have to use a
non hardening type bonding glue in a tube ?

Thanks
