For that you either rely on the brainless grunts in Iraq, who unfortunately photograph themselves in action hence providing the material for their own prosecution and the public humilation of your nation, or on "rendition". Where of course rendition means "kidnapping" then transport of the person to a country where they don't care about torturing someone and leaving them maimed for life. I find it hard to blame the people on the ground in Iraq. They were poorly trained and supervised, sometimes being ordered to "soften up" prisoners by direction from cia-like agencies. While they have and should have been prosecuted for what they did, the actual blame goes much higher. And then you admit confession extracted under torture into your legal process.
