Sorry I didn't catch that part, you have to be a pretty cold ******* to
bring harm to others, unless some miscalculated and only meant for it to
burn and not explode.

You're approaching the question backwards. Liability policies don't

because the injured party was an innocent bystander. They pay because

responsibility. There's always somebody else at fault. Blame them.
Demand they pay. And if they can't pay then demand the government pay.

One of the burn victims was a 17 YO kid. Perhaps he was so green he
did not have a clue as to the dangers of Gasoline on a boat. Sure the
Skipper should have known better, but do not assume everyone who got
burned was playing with fire.
