I clicked on the link you provided and I don't see what you are
referring to. All I get is this:

the administrator" I'd think maybe you Katytyped the link but why would
you type it at all when you can copy and paste it?

Could it be somebody's playing a joke on you and you are blaming the
good Captain for something he's even associated with. Anybody can sign
anything "Capt. Neal". Just like anybody can sign anything . . .
