Actually, Cal regulates them quite a bit. Unfortunately, it's pretty easy to

No. What I do know is that if someone gets ****ed off and they don't have a
gun to grab they might have some time to mellow out before they kill the other person. Killing someone with a knife is no easy thing to do.
