I know nothing about the Hartley but if you can build in timber, take a look at the Herreshoff H28. Tons of them have been built and they definitely do sail well. Alternatively if you want a 'simple' hull to build, check out George Buehler's Web site (www.georgebuehler.com). He has a couple designs around the 30' mark which can be built either with plywood hulls or plank. Plans for a few of his designs are in his book. The book is worth having regardless of the plans.
