No significance other than it's an indication of an ignorant sailor who
would bend on such a slovenly sail.

Might or might not be. In some cases (J/24, for example) the sail is cut
so that the tack is higher than the clew. It's a way to cheat the rules.

Maybe. What about the halyard? Battens? Is the boat a
one-design class, assigned handicap, or measurement rating?

Some boats were given this droopy boom in an attempt to gain
"off the books" sail area, since measurement rules determine
sail area by the I, J, P, and E lengths.
