I look at it this way. Playground analogy; neal's the dorky little
brat with ADD and doesn't take his Ritilin like he should. He runs
around the playground pestering the other kids and calling them names.
Most of us ignore him, or smack him up side his head and tell him to
get lost. However, he has a big crush on the cute little girl, Katy.
He pesters her relentlessly. Us bigger kids tell him to bugger off,
but he persists. She tries to ignore him, which only makes it worse.
She moves from one corner of the playground to another. neal follows
her everywhere. Finally she's had enough and tells the teacher.
Teacher scolds neal. neal blames Katy. The rest of us laugh at him
and figure he got his just desserts.

a good start. as a group you should make it very clear to him that

via email or whatever, but just do it.
however katy is equally as guilty, perhaps even more so as she has
been
discovered to have been sending frivolous and unfounded abuse
reports from
multiple addresses, which in itself would qualify as net abuse.
