Neal,

You're right about the "Dutchman" but it was probably something useless
as a chip of wood from the ship's carpenter work bench and wasn't meant
to be retrieved thus giving a second use to a piece of waste. Using a
"Dutchman" was making use of something other than what it was intended
for.
