To the best of my knowledge, pumpout services are paid for out of state
funding in MA. Any public pumpout service that charges is double-dipping.

A tip to the operator is appropriate.

The way I heard it was that operators accepting the subsidy can't
collect a fee. But I have to admit I've never seen a fee collected in MA.

Isabel wiped out a lot of pump outs in the Chesapeake Bay area.

This was before Isabel. Actually the Chesapeake was a bit better the
other areas, though we did get the "out of order" routine in Baltimore.
- The marina even had a "free pumpout with fuel fill" sign! South
Carolina and Georgia were the worst.
