Saddam's WMD was in the increasing the range of his rockets. That was how he was going to deliver the WMD. He had the formular for the Gas & Bio's and the Labs to produce it on short term. He elected to work on the delivery system. This was taken from Aziz, his deputy, in his statement. This was basically found out by the UN inspecters before the war.
