Channel 16-actual rules

I often hear people using channel 16 (vhf) to conduct quick dialogues because
it's quiet. Other times it's used for calling and is labeled as such on my new
Icom. But on numerous occasions I've heard the CG request that the channel be
vacated and that it's for emergency calling only.
Can someone review the specifics for channel 16?

Channel 16 is for calling and distress, only. Generally, if you hear the
CG requesting everyone to stay clear of 16, it's because they are
working a distress call on that channel

Here's the table:

http://wireless.fcc.gov/marine/vhfchanl.html

For several years, channel 9 was used in some areas to establish communications. The hope
was that this would leave 16 free for emergencies. The experiment was abandoned because
it reduced the number of vessels monitoring Channel 16.

I see. This past season I heard the CG asking to keep 16 cleared at all times,
generally on weekends. No emergency situation was taking place. I heard this
message on numerous occasions, read live.

You may not have heard it. Sometimes the emergency is
hard to hear with all the other traffic.

Scotty, you're primitive and angry, but I wouldn't call you stupid.

I believe he is BUT what the rules say and what actually happens are
two different things. Haven't you noticed?

Exactly. I know the "rules" but it seemed that even the CG was asking for the
"calling" usage to be terminated. I was wondering if something had changed
since my Chapman's is is two years old!
