If the through hull is 1.5 inches and the hull 0.5 inches thick Neal's
recommendation would give just a such a taper. I think you miss the point though. In plugging a through hull the repair is not generally intended to be structural -just a bond secure enough to stop the plug falling out is all that is required. Finer tapers are of course needed for full structural repairs where the stress on the laminate must be transferred acorss the repair.
