The issue for the viability of the program has not changed.
"Who" has signed up?
Are any of these people actually going to be contributing to the
program? Are the majority signing up, those who pay virtually nothing
or the people who will be taking out far more than they pay?

This was always a great deal for them.

The trick to making the numbers work is getting the people who will
have to pay full price and not actually use the services very much.
(affluent, young and healthy)
That is what makes this "insurance" and not just debt subsidized
medical care.


A better question might be, 'who has paid'. According to some, only 20% have done so.
