Subsequent laws that defined "evaluations" further restricted exactly
how long someone can be held with or without a court order.
Actually it may have been caused by a severe shortage of psychiatric
beds in Virgina as a result of cuts imposed on budgets in the last
couple of years by the governor and the state legislature, according to
the latest news.
