It sounds like this guy wanted to go and they had to let him.
At least in Florida the Baker act allows 72 hours although it is
usually less if they know how to work the system..
This really looks more like a case of the high hurdles you need to
clear to get a person into treatment who doesn't want to go than a
simple shortage of beds.
I wondered about that myself. The assumption that you can get someone in
a rural area to perform a real psych eval within a six hour time period
is not realistic. I'm not sure you could get it done in the larger
cities around here.
