You should pay a personal visit to wherever you think the servers are
and give us a full report.
BTW the "full report" from the boat board where they actually talk
about boats is that ALL of the NOAA web site is up, they just dicked
up the index page. If you know the URL of the page you want, it is
there.

Are you having problems getting weather reports from NOAA?
