Why not use a pair of 'Muffs', these fit like earphones over the water inlet
and have an inlet for your garden hose, also useful for flusing out cooling
system after use.

I'm trying to test the operation of an Evinrude 25HP outboard.
The boat is not in the water, presumably I need a tank to test it?
How big would the tank need to be? Any tips or tricks?
