Nope. The only thing they can do with GPS off is TRY to triangulate.

It works fairly well tho if you are in a urban/suburban environments
with lots of towers around.

My phone shows my location right down to what side of the house I am on,
and what direction I am facing... It even "watches" my eyes to see when
I am looking at it, so it can turn itself off when I turn away and am no
longer watching....

Your GPS is watching you.
