What is illegal is setting up an unlicensed soup kitchen in the

I am surprised a "law and order" guy like yourself would want
unlicensed, un inspected, non-permitted operations like this around.



I doubt the legality is the concern. What is the concern there is who
is
being fed, and what they probably look like.

It sounds more to me like something that although technically illegal,
law enforcement and probably local government have looked the other
way for the past 6 years that it was in operation. All it would take
is one person, either someone who, as you suggest doesn't like who is
being fed or someone (probably a liberal) who objects to church
organizations using public grounds for their functions to force the
issue, causing them to be shut down.
