There's still the problem of those who think it takes a female victim of rape or incest more than 20

It is telling that Herring is so close-minded and unreasonable he thinks
there are simple solutions for all of these unwanted or forced
pregnancies. Even the logistical problem of getting the pill might
stymie some younger girls.
School nurses. Hell, if rubbers are being dispensed in schools, the morning after pill should be
provided also.
