Seals are fairly common in the colder water north of Cape Cod,
especially along the Maine coast. Frequently all you see is the nose
and whiskers until they go dive for a fish. They do climb up on the
offshore rocks to sun themselves but I've never seen one get on a
boat, nor would I encourage it. At one time they were even common in
Long Island Sound and a few became well known to local boaters.

The seals and sea lions on the California coast can be quite a pest.
They are large, noisy and messy - and have been known to climb up on
the back of small boats and sink them at the mooring.
