Why is the water a little out of focus and the mammals are so sharply
focused?

I'm guessing of course, but most likely because it was shot with a
long telephoto lens that has limited depth of field. It's also
possible that the whole thing was photo shopped but Wired magazine is
fairly reputable and most certainly savvy regarding the fine art of
photo doctoring.
