This does beg the question, what do you do to an inmate doing triple
life who kills a corrections officer. (or escapes and continues his
life of crime)
Once someone has crossed the "life" threshold, they have nothing more
to lose and that is a fairly low bar these days. You can be looking at
life for a string of non-violent drug crimes.
When you have a guy like the Boston bomber, taking the death penalty
off the table may be the only chip they have to get him talking.
Easy. You keep the incorrigible inmates locked up, and you remove what
little privileges they might have had. There's no reason to descend to
the level of murderers.
