"Look" in this case is the overall impression, based on everything I
have seen and read

You must really be confused when you see an article about how the
economy "looks like" it is improving.

No, there are statistics to prove it. Besides, I would hope that the
economists that say that can give examples of what an improving economy
looks like. It seems in this thread that that is hard to do about
"Jihadists".
