The short answer is the muslim terrorists don't care who they kill,

targets in an attempt to shut down that activity.
Be that an abortion clinic, a law enforcement office or in the case of
the Weathermen, a draft board..
Oh, well, I am sure the dead and maimed feel better because there was a
higher "purpose" to the attacks on them, and that they weren't selected
randomly.
