How about just the honest part? Lots of people had a hand in both the
surplus and the run up debt. Reagan's policies didn't help. O'Neil
didn't help, and Newt was always and will always be an asshole.

Make up your mind. Is it the president or is it the congress

In recent years it's the president badgering congress into passing bad
legislation.
