Everyone is required to produce some form of identification if
requested by a law enforcement officer. Failure to comply can result
in being "detained" until your identity has been established. I'm OK
with that but refusing a passport and insisting on a drivers license
is probably unconstitutional (when on a boat) if you want to make a
case of it.
