The cost of fringes, if any, is figured into the pay package. A business
offering its employees a good health care package can pay less in "in
the envelope" salary to make up for the health care premiums. In the
case of many union negotiated contracts, the total pay package includes
health insurance, which the employees pay for and the employer collects.
