Reports now indicate that the shooter was a convicted murderer. He beat
his 92 year old grandmother to death with a hammer in 1980, was
convicted and sentenced to prison in 1981 and then ... get this ....
released from prison in 1998.

He couldn't have been released without the blessings of a shrink.
Happens all the time. They don't seem to have mastered their craft.
