Does the boat live in the water full time? If not the first thing to try is just changing the fluid and seeing if the problem goes away.
The inside lines run through a connection under a squarish finned zinc on the bottom and out the braided lines to the cylinders. You could check all those connections for tightness. The zinc comes off pretty easily. You can also remove the block the lines are on and get at the inside connections.
The most common problem is the seals on the hydralic cylinders. They are rebuildable. But before you decide to try that run them all the way out and check both shafts carefully for any large scratches or gouges. If the shafts are messed up rebuilding won't help.
