That is probably what they are. I have seen small Nun-type buoys
deployed temporarily by some authority (could be the USCG or the
state), to mark shoaling that will eventually be dredged. However, if
it looks like a crab trap buoy, it probably is. I have seen them float
all over the ICW in a significantly high Spring or Neap tide.


They don't appear to have ID markings on them and there were no other
similar buoys of different colors. The shoaling markers seem more
plausible to me.
