Sure it is. Notice, I specifically stated civil cases in with this.

whatsoever, that the prevailing party will recover all or ANY of their
defense costs.

This really belongs in another thread, but I believe if it WERE true,
there would be a LOT less frivolous litigation.

Absolutely. Also, even when innocent and spending large amounts of
money on your defense, there's still no guarantee that the verdict
will come back in your favor. McDonald's coffee.
