Looks like there are ten foot lines hanging from Bouys? Maybe I got this
wrong but what do they do? Hang off the front of the bow or reach down
and pick up the bouy then hook to it?

A typical mooring will have one or two lines permanently shackled to
the upper eye of the mooring ball. The "pick up" strategy usually
involves snagging the lines with a boat hook from the bow of the boat.
